This doesn't just hold for the capitols, either. If you're at a crossover level (e.g., 11), you should be able to queue for the scenarios in both the lower and upper tiers. I love T1 scenarios so much, when I'm 11 and doing questing in T2, I often take a flight back to T1 just to queue for them. Summary: You should be able to pull-up the scenario picker and see all scenarios you're currently eligible to join, regardless of your current location. Hear, hear!

Auction houses and mail refinements (as I've previously mentioned) would be really helpful, but crafting improvements, player housing, stuff like that would help a lot. I really wish they would make the game have more of an economy. More stuff to buy and sell and more stuff that gold is useful for, or Auctioneers at places other than the capital city.
